Management occupies the floor second from the top of the Spire. Only those with express permission from the upper management of the Administration may access this space.

The Spire
At the centre of Neo Aurora stands the Spire; a massive skyscraper that towers over the city, watching over it's citizens every move. The Administration operates directly from here and the Synod's members are said to reside in the topmost floor.
